New York - The speed with which London's ubiquitous surveillance cameras helped identify would-be bombers has prompted calls for extensive closed-circuit television networks in the US.
In the first such public effort in the US, New York is planning to begin the installation of a similar, permanent system for lower Manhattan by year's end.
In the struggle against terrorism at home, its backers say CCTV is both a forensic tool and a deterrent to all but the most dedicated suicide bombers. Sophisticated imaging technology allows cameras to alert police to unattended packages, zoom in on objects hundreds of feet away, identify license plates, and "mine" archived footage for specific data.
Opponents contend that this very technology is overly intrusive and open to abuse, raising serious constitutional questions. They also note that surveillance cameras not only are helpless against suicide bombings, but also that perpetrators may use video records to try to glorify their acts.

WASHINGTON (AP) - The White House on Thursday made fun of former President Clinton and his wife, Sen. Hillary Rodham Clinton, for criticizing President Bush's decision to erase the prison sentence of former aide I. Lewis "Scooter" Libby.
"I don't know what Arkansan is for chutzpah, but this is a gigantic case of it," presidential spokesman Tony Snow said.
Rep. John Conyers, D-Mich., has scheduled hearings on Bush's commutation of Libby's 2 1/2-year sentence.
"Well, fine, knock himself out," Snow said of Conyers. "I mean, perfectly happy. And while he's at it, why doesn't he look at January 20th, 2001?"
In the closing hours of his presidency, Clinton pardoned 140 people, including fugitive financier Marc Rich.

WASHINGTON (AP) -- A deep, sometimes bitter, split emerged between the Supreme Court's liberal and conservative justices in a 2006-07 term that brought limits on abortion rights, restrictions on school integration programs and greater freedom for political advertising.
It was a significant if unsurprising term for divining the direction of the court under Chief Justice John Roberts. It underscored the controlling influence of Justice Anthony Kennedy and also how a change of just one justice - in this case, Samuel Alito in the seat formerly held by Sandra Day O'Connor - could alter the outcome of important cases.

John Kerry openly stated his support of the overturned "Fairness Doctrine" that required broadcasters in America to "afford reasonable opportunity for the discussion of conflicting views of public importance."
The Federal Communications Commission overturned the rule in 1987 because it failed to accomplish its purpose of encouraging more discussion of controversial issues. More notably, concerns were raised over the constitutionality of the doctrine because many believed it violated First Amendment free speech rights.
"I think the fairness doctrine ought to be there, and I also think equal time doctrine ought to come back," he said on the Brian Lehrer show on WNYC.
Kerry's remarks can be heard in a recording posted by the Drudge Report.

Venezuela’s state-owned oil company is taking over multibillion-dollar projects owned by ConocoPhillips and ExxonMobil, Rafael Ramirez, the country’s energy minister, said.
The action was being taken following a failure to agree the terms of a handover of operations in the oil-rich Orinoco belt, said Mr Ramirez.

(AP) Democratic presidential candidates clashed on Sunday on Iraq and over the security of the country since the Sept. 11, 2001, terror attacks.
Former North Carolina Sen. John Edwards, trailing both New York Sen. Hillary Rodham Clinton and Illinois Sen. Barack Obama in national polls, criticized their cautious approach in forcing President Bush to withdraw troops from Iraq.
While some members of Congress spoke out "loudly and clearly" last month against legislation to pay for the war through September but without a withdrawal timetable, "others did not," Edwards said.

The Bush administration’s new sanctions against Sudan aim to squeeze the country’s economy by freezing Sudanese companies out of American financial institutions and curtailing their dollar transactions.
Administration officials described the sanctions as a significant move to raise the pressure on Omar Hassan al-Bashir, Sudan’s president, to bring a quick end to the violence in Darfur.
But the sanctions will do little to stem Sudan’s oil exports, which are the main source of the country’s wealth, analysts said. They also noted that existing sanctions against Sudan, which date back to 1997, have been unevenly enforced.

WASHINGTON, May 28 (UPI) -- The Federal Trade Commission has launched an investigation into Google's plan to purchase DoubleClick Inc. for $3.1 billion, The New York Times said.
Citing an industry executive who had been briefed on the FTC's preliminary antitrust investigation, the newspaper said the inquiry was opened last week after it was determined that the commission, rather than the Justice Department, should conduct the review.
An FTC spokesman Monday told the newspaper the commission does not comment on pending inquiries.

While the European Union investigates mosques for ties to Islamic terrorism, the U.S. government is giving mosques security grants that are designed to protect churches, synagogues and other nonprofit groups from Islamic terror.
Most recently, the Islamic Society of Baltimore landed a $15,000 grant from the Department of Homeland Security to upgrade security at its Maryland mosque.
The Council on American-Islamic Relations since April has been urging leaders of mosques and Islamic schools across the nation to apply for the DHS grants, even though the agency's program was set up to help protect nonprofit facilities that are at high risk for attacks by Islamic terrorists.

WASHINGTON – A powerful think tank chaired by former Sen. Sam Nunn and guided by trustees including Richard Armitage, Zbigniew Brzezinski, Harold Brown, William Cohen and Henry Kissinger, is in the final stages of preparing a report to the White House and U.S. Congress on the benefits of integrating the U.S., Mexico and Canada into one political, economic and security bloc.
The final report, published in English, Spanish and French, is scheduled for submission to all three governments by Sept. 30, according to the Center for Strategic & International Studies.
CSIS boasts of playing a large role in the passage of the North American Free Trade Agreement in 1994 – a treaty that set in motion a political movement many believe resembles the early stages of the European Community on its way to becoming the European Union.
