States Finding Fiscal Surprise: A Cash Surplus

State lawmakers across the country, their coffers unexpectedly full of cash, have been handing out tax cuts, spending money on fixing roads, schools and public buildings, and socking something away for less fruitful years. Budget surpluses have largely stemmed from higher than expected tax collections — corporate tax revenues alone were 11 percent higher than budget estimates — and booming local economies. There has also been some relief in Medicaid spending, which fell from an 11 percent annual growth rate to something closer to 7 percent in the past few years.

Auto Execs: Don’t Pump Up Fuel Standards

(AP) The heads of Detroit's auto industry asked Congress on Wednesday to reconsider a proposal to increase fuel standards that the automakers say could hurt their industry. The leaders of General Motors, Ford and the Chrysler Group discussed the impact of health care, trade and energy policies on their companies, and asked House and Senate leaders to look at alternatives to a proposed overhaul of Corporate Average Fuel Economy standards for vehicles. During a luncheon with Senate Democrats, it was evident they face hurdles. Sen. Byron Dorgan, D-N.D., noted the industry had resisted past increases and was now running advertising saying a Senate proposal would "take your pickup truck away."

Oil May Allow Sudan to Escape Sanctions’ Pain

The Bush administration’s new sanctions against Sudan aim to squeeze the country’s economy by freezing Sudanese companies out of American financial institutions and curtailing their dollar transactions. Administration officials described the sanctions as a significant move to raise the pressure on Omar Hassan al-Bashir, Sudan’s president, to bring a quick end to the violence in Darfur. But the sanctions will do little to stem Sudan’s oil exports, which are the main source of the country’s wealth, analysts said. They also noted that existing sanctions against Sudan, which date back to 1997, have been unevenly enforced.

Mosques awarded Homeland Security grants

While the European Union investigates mosques for ties to Islamic terrorism, the U.S. government is giving mosques security grants that are designed to protect churches, synagogues and other nonprofit groups from Islamic terror. Most recently, the Islamic Society of Baltimore landed a $15,000 grant from the Department of Homeland Security to upgrade security at its Maryland mosque. The Council on American-Islamic Relations since April has been urging leaders of mosques and Islamic schools across the nation to apply for the DHS grants, even though the agency's program was set up to help protect nonprofit facilities that are at high risk for attacks by Islamic terrorists.

Minimum Wage Hike Approved

(AP) America's lowest paid workers won a $2.10 raise Thursday, with Congress approving the first increase in the federal minimum wage in almost a decade. President Bush was expected to sign the bill quickly, and workers who now make $5.15 an hour will see their paychecks go up by 70 cents per hour before the end of the summer. Another 70 cents will be added next year, and by summer 2009, all minimum wage jobs will pay no less than $7.25 an hour.

Stations Boycott Their Own Gas Over Prices

(CBS/AP) It's not just drivers who are sick of high gas prices. Sky-high numbers at the pumps have prompted some Wisconsin service stations to boycott their own high prices and stop selling fuel. With Memorial Day— the traditional start of the summer driving season — upon us, AAA says prices at the pump have continued to rise, though increased supplies might help prices start leveling off in time for the long weekend. It says the national average for regular unleaded gas has topped $3.22 a gallon; that is up 37 cents from a month ago. Illinois had the highest state average price for regular unleaded, $3.52.

Oil Industry Says Biofuel Push May Hurt at Pump

Gas prices are spiking again — to an average of $3.22 a gallon, and close to $4 a gallon in many areas. And some oil executives are now warning that the current shortages of fuel could become a long-term problem, leading to stubbornly higher prices at the pump. They point to a surprising culprit: uncertainty created by the government’s push to increase the supply of biofuels like ethanol in coming years.

House OKs Suit Against OPEC Over Prices

(CBS) Decrying near-record high gasoline prices, the House voted Tuesday to allow the government to sue OPEC over oil production quotas. The White House objected, saying that might disrupt supplies and lead to even higher costs at the pump. The Organization of Petroleum Exporting Countries is the cartel that accounts for 40 percent of the world's oil production.

U.S. and China Set to Discuss Economics

(WASHINGTON)—Both the United States and China are bringing huge delegations for their second round of high-level discussions aimed at lessening economic tensions. But it's unclear whether there will be enough success at meetings beginning Tuesday to blunt growing protectionist pressures in Congress. The Bush administration is expressing the hope that deals will be reached that will expand opportunities for U.S. airlines to fly to China and for U.S. banks and stock brokerage firms to do business there. The meetings were scheduled to open with remarks from Treasury Secretary Henry Paulson and Chinese Vice Premier Wu Yi.

When the idea of building a new US embassy in Baghdad was first mooted by the American administration in the aftermath of the invasion of Iraq, there seemed to be a grandiose logic to it. The compound, by the side of the Tigris, would be a statement of President Bush's intent to expand democracy through the Middle East. Yesterday, however, the entire project was under fresh scrutiny as new details emerged of its cost and scale. Rising from the dust of the city's Green Zone it is destined, at $592m (£300m), to become the biggest and most expensive US embassy on earth when it opens in September.

Gonzales’s Deputy Quits Justice Department

WASHINGTON, May 14 — Paul J. McNulty, the deputy attorney general whose Congressional testimony in February provided a spark that turned a smoldering issue over the firings of federal prosecutors into a raging inferno, announced his resignation on Monday. Mr. McNulty, the fourth and highest-ranking Justice Department official to resign since the uproar began in Congress over the dismissals of the United States attorneys, had told friends for weeks that he was planning to step aside.

Bush to pressure Senate to revive U.N. sea treaty

WASHINGTON – In a move that has already angered some of his most ardent supporters, President Bush has asked the Democratic leadership in the U.S. Senate to revive a proposal for ratification of the United Nation's Law of the Sea Treaty, an international agreement defeated two years ago by Republican leadership in the upper house. Critics say ratification would compromise U.S. sovereignty and place 70 percent of the Earth's surface under the control of the U.N. – even providing for a "tax" that would be paid directly to the international body by companies mining in the world's oceans.

Senate Panel OKs 40% Boost In Fuel Economy

(AP) A Senate committee approved a plan Tuesday to increase fuel efficiency standards to an average of 35 miles per gallon by 2020 in a move closely watched by automakers and environmental groups. The Senate Commerce, Science and Transportation Committee passed the measure on a voice vote. It would raise the nationwide fleet fuel economy average by about 40 percent compared with the current levels of 25 mpg and increase standards by 4 percent a year from 2020 through 2030.

Chevron Seen Settling Case on Iraq Oil

Chevron, the second-largest American oil company, is preparing to acknowledge that it should have known kickbacks were being paid to Saddam Hussein on oil it bought from Iraq as part of a defunct United Nations program, according to investigators. The admission is part of a settlement being negotiated with United States prosecutors and includes fines totaling $25 million to $30 million, according to the investigators, who declined to be identified because the settlement was not yet public.

Gas Prices Jump 20 Cents In Two Weeks

(AP) Gasoline prices have surged to a record nationwide average of $3.07 per gallon, nearly 20 cents higher than two weeks earlier, oil industry analyst Trilby Lundberg said Sunday. The previous record was $3.03 per gallon on Aug. 11, 2006. Just two weeks ago, the U.S. average for a gallon of gas was $2.87, but the Lundberg Survey of 7,000 stations nationwide on Friday showed an increase of about 19.5 cents to $3.07. That's up 88.4 cents since Jan. 19, Lundberg said.

Here comes $3 gas again, and it could get worse

WASHINGTON — If the price at your local gas station isn't topping $3 already, it likely will soon. The national average price for a gallon of regular gasoline was $2.971 Monday, up more than a dime from a week ago and the highest since August, according to the Energy Department. A separate survey from motor club AAA found the U.S. average was $2.953 Monday, up nearly 30 cents from a month ago. Oil market experts, including those at Wachovia, Oil Price Information Service and Alaron Trading, said it's just a matter of time before the U.S. average gasoline price tops $3 a gallon. The average price at the pump already is above $3 in 11 states and the District of Columbia.

Google and MySpace Expanding in China

Google and MySpace are increasing their efforts to establish themselves in China, the second-largest Internet market behind the United States. Google Inc., No. 2 in China's Web search market, is giving its local managers more autonomy and investing more in China in an effort to make up for its late entry and take the lead in the industry, Chief Executive Officer Eric Schmidt said Friday. "We are catching up. Our investment is working and we will eventually be the leader," he told reporters.

Fuel-Efficient Cars Dent States' Road Budgets

Cars and trucks are getting more fuel-efficient, and that's good news for drivers. But it's a headache for state highway officials, who depend on gasoline taxes to build and maintain roads. The Federal Highway Administration estimates that by 2009 the tax receipts that make up most of the federal highway trust fund will be $21 billion shy of what's needed just to maintain existing roads, much less build new roads or add capacity. Trying to compensate for highway-budget shortfalls, a handful of states are exploring other, potentially more lucrative ways to raise highway money.

Pelosi Won't Attend Petraeus Briefing

WASHINGTON, Apr. 24, 2007— As the House and Senate prepare to vote this week on the final conference report on the $124 billion troop funding bill — which would also mandate that U.S. combat troops begin withdrawing from Iraq on Oct. 1 at the latest — Gen. David Petraeus is scheduled to come to the Hill tomorrow to brief lawmakers on the progress of the recent troop escalation. ABC News has learned, however, that House Speaker Nancy Pelosi, D-Calif., will not attend the briefing.
